Du 30 avril au 15 mai, le Comité international de la Croix-Rouge (CICR) a accompagné 1359 personnes désarmées appartenant aux forces gouvernementales de la République Démocratique du Congo (RDC) et leurs familles. Ils ont parcouru près de 2000 Kilomètres et traversé une ligne de front, pour aller de Goma à Kinshasa.
« Cette opération illustre à quel point le rôle d’intermédiaire neutre est important et irremplaçable lors des conflits armés, que ce soit en Afrique ou ailleurs », a déclaré Mirjana Spoljaric, présidente du CICR.
« J’espère que cette opération permettra de faciliter d’autres accords humanitaires susceptibles de réduire les tensions et les souffrances des populations de l’est de la RDC. Ces premières mesures, ainsi qu’un plus grand respect du droit international humanitaire, peuvent contribuer à créer un environnement plus propice à une véritable chance de paix », a-t-elle ajouté.
Une opération complexe qui a mobilisé d’importants moyens humains et logistiques. Plusieurs convois routiers ont été accompagnés par le CICR, et des transports en hélicoptère et en avion ont été réalisés par la MONUSCO et les Forces armées de la République Démocratique du Congo (FARDC), indiqué une communication du Comité International de la Croix-Rouge.
Traverser des zones contrôlées par différents acteurs armés, et encore sujettes à des combats comme c’est le cas entre Goma et Lubero, sont des étapes délicates qui nécessitent un dialogue et un suivi constant en vue d’obtenir des garanties de sécurité solides, a expliqué Myriam Favier, cheffe de la sous-délégation du CICR à Goma.

Le CICR s’est assuré que les personnes faisant partie des convois avaient donné leur consentement individuel pour faire partie de cette opération.
