Faisant état sur la situation de la RDC, Human Rights Watch (HRW) a dénoncé, dans un rapport publié le 12 mai 2026, une intensification de la répression contre les journalistes, activistes et opposants politiques en République démocratique du Congo. L’ONG appelle les autorités congolaises à garantir les libertés fondamentales et à mettre fin aux arrestations arbitraires.
Dans son rapport, Human Rights Watch estime que les droits des journalistes, des activistes et des membres des partis d’opposition devraient être davantage protégés.
« Les citoyens congolais ont le droit d’exprimer leurs opinions et leurs préoccupations sans crainte de répression, mais dans les faits, cela devient de plus en plus difficile », a déclaré Philippe Bolopion.
Selon l’ONG, le 24 mars à Kinshasa, la police a fait usage de gaz lacrymogènes et de la force contre des manifestants qui protestaient pacifiquement contre les projets de réforme constitutionnelle. Human Rights Watch affirme s’appuyer sur des rapports des médias ainsi que sur des témoignages de représentants du parti d’opposition Engagement pour la Citoyenneté et le Développement (ECiDé) présents lors des événements.
« Les autorités congolaises devraient mettre fin aux restrictions des droits à la liberté d’expression et de manifestation et veiller à ce que toute personne en RD Congo puisse exprimer ses opinions pacifiques sans faire l’objet de harcèlement, d’arrestation arbitraire ou de détention », recommande l’organisation.
Human Rights Watch souligne également que cette répression intervient dans un contexte marqué par l’occupation d’une partie de l’est de la RDC par le groupe armé M23 et par les tensions politiques autour d’un éventuel amendement de la Constitution.
Selon plusieurs acteurs politiques et membres de la société civile, cette réforme pourrait permettre au président Félix Tshisekedi de rester au pouvoir au-delà de la limite de deux mandats. Déjà à la même date (12 mai), douze mouvements citoyens du Sud-Kivu ont dénoncé l’ambition du pouvoir en place.
Le chef de l’État a récemment évoqué la question de la révision constitutionnelle lors d’une conférence de presse télévisée diffusée à l’échelle nationale le 6 mai 2026.
« La répression croissante en RD Congo devrait être considérée comme un signal d’alarme urgent alors que le climat politique s’échauffe », a ajouté Philippe Bolopion.
Le responsable de Human Rights Watch appelle également les autorités congolaises à cesser le harcèlement et les intimidations visant les journalistes, les opposants politiques et les activistes de la société civile, ainsi qu’à libérer les personnes détenues arbitrairement.
À l’heure actuelle, aucune réaction du gouvernement congolais face à ces accusations portées dans le rapport de l’organisation de défense des droits de l’homme.
Entre-temps, Human Rights Watch rappelle que le Pacte international relatif aux droits civils et politiques ainsi que la Charte africaine des droits de l’homme et des peuples, tous deux ratifiés par la RDC, interdisent les arrestations et détentions arbitraires et garantissent les libertés d’expression, d’association, de réunion pacifique ainsi que le droit à un procès équitable.
