À Beni, dans la province du Nord-Kivu, les populations déplacées et les communautés d’accueil apprennent progressivement à vivre ensemble dans un contexte de crise humanitaire persistante dans l’Est de la République démocratique du Congo (RDC).
Face à cette situation, l’Union nationale de la presse du Congo (UNPC), en collaboration avec la Direction du développement et de la coopération suisse (DDC), a lancé une émission dénommée Sauti ya Amani (la voix de la paix). Cette initiative vise à renforcer la cohésion sociale et la cohabitation pacifique entre les différentes communautés.
Dans ce cadre, un réseau de « journalistes de paix » a été mis en place. Il regroupe des professionnels des médias des territoires de Lubero et de Beni, ainsi que des villes de Beni et Butembo.
Selon Melverdi Kalmer, de la Voix de l’Université Officielle de Semuliki (UOS), les conseils communaux de la jeunesse, en collaboration avec des leaders locaux, organisent des dialogues communautaires. Ces rencontres permettent d’identifier les problèmes qui freinent le développement et de proposer des solutions adaptées.
À Mulekera, comme dans les communes de Rwenzori et Bungulu, les échanges ont porté sur trois axes principaux : la résolution pacifique des conflits, l’implication des jeunes dans la consolidation de la paix et la sécurité, ainsi que le rappel des notions liées au système d’alerte précoce et de réponse rapide (SAPRA).
Pour Fidèle Kavulo, président de la commission pacification au sein du comité local de paix et développement, les jeunes jouent un rôle clé dans la stabilité sociale. Il souligne également l’importance du dialogue et des négociations dans la construction d’une paix durable.
Une pression accrue sur les conditions de vie
Depuis le début de l’année 2025, la ville de Beni accueille des milliers de personnes déplacées en provenance de plusieurs territoires du Nord-Kivu, dont certaines de Goma. Cette situation accentue la fragilité humanitaire d’une ville déjà confrontée par le passé aux menaces de groupes armés, notamment les ADF.
Plusieurs familles déplacées vivent actuellement à proximité de la base logistique militaire de l’OZACAF, dans la commune de Mulekera. Malgré des conditions précaires, des efforts sont déployés pour favoriser une cohabitation pacifique avec les habitants du quartier Tamende.
Les autorités locales et les organisations de la société civile encouragent la solidarité entre les communautés. Certaines familles d’accueil n’hésitent pas à partager leurs ressources, notamment la nourriture, ou à héberger temporairement des personnes déplacées. Cependant, les besoins restent considérables en raison de l’afflux continu de déplacés.
Par ailleurs, cette situation a un impact direct sur le coût du logement. Selon plusieurs témoignages, les loyers ont fortement augmenté. Des habitations autrefois louées à 50 dollars se négocient désormais entre 100 et 150 dollars, en raison de la forte demande et de la rareté des logements disponibles.
La sécurité, une responsabilité collective
À Beni, la sécurité est désormais perçue comme une responsabilité partagée. Les motards, les autorités locales et les services de sécurité collaborent pour prévenir les actes d’insécurité.
« Même si notre objectif est de gagner notre vie, nous restons vigilants. Nous choisissons nos clients et signalons tout comportement suspect aux services de sécurité », explique un motard.
De son côté, le bourgmestre de la commune de Mulekera, le Commissaire Supérieur Gongo Mayanga Dieudonné, appelle à la solidarité et au dialogue entre les populations locales et les déplacés.
Il rappelle que ces derniers ont fui des situations de guerre et vivent souvent sans accès suffisant à la nourriture ni aux soins de santé. Il invite ainsi les acteurs humanitaires et les personnes de bonne volonté à renforcer leur assistance, en particulier en faveur des femmes déplacées.
Privilégier la résolution pacifique des conflits
Invité de l’émission Sauti ya Amani, Kato Mudatshi, chef d’antenne du Centre de résolution des conflits de Beni, souligne que la situation sécuritaire demeure préoccupante en raison de l’activisme des groupes armés.
Il insiste sur l’importance de privilégier des mécanismes pacifiques pour gérer les différends :
« La résolution pacifique des conflits permet de mettre fin aux violences et de sauver des vies. Elle favorise également la cohabitation et le développement. Le conflit est naturel, mais nous devons apprendre à le gérer de manière pacifique pour construire une paix durable », conclut-il.
