L’ancien président de la République démocratique du Congo (RDC), Joseph Kabila, a appelé à une solution politique inclusive pour sortir de la crise congolaise, à la suite des sanctions prises à son encontre par les États-Unis.
Le 30 avril, l’administration américaine, à travers l’Office de contrôle des avoirs étrangers du Trésor américain (OFAC), a annoncé des sanctions ciblées contre l’ex-chef de l’État Congolais. Washington l’accuse notamment d’avoir apporté un soutien présumé au groupe politico-militaire Alliance Fleuve Congo/Mouvement du 23 mars (AFC/M23), actif dans l’est de la RDC.
Selon le Trésor américain, Joseph Kabila aurait « vécu sous la protection du M23 » à Goma au cours de l’année 2025, une ville passée sous le contrôle de ce groupe armé. Les autorités américaines estiment également qu’il chercherait à fragiliser les institutions congolaises en soutenant cette rébellion.
Kabila rejette des accusations «politiquement motivées»
Dans un communiqué publié à la même date par son cabinet, l’ancien président rejette fermement ces accusations, qu’il qualifie de « profondément injustifiées » et « politiquement motivées », affirmant qu’elles ne reposent sur aucune preuve irréfutable.
Il réaffirme par ailleurs son attachement à « l’unité nationale, à l’intégrité territoriale de la RDC et à la paix dans le pays comme dans la région des Grands Lacs ».
Joseph Kabila appelle également à une approche plus globale de la crise congolaise. Selon lui, les problèmes du pays ne sont pas uniquement sécuritaires ni limités à l’Est, mais relèvent aussi de « la gouvernance politique et économique », avec des répercussions à l’échelle nationale.
« La paix ne se construira pas en criminalisant ceux qui appellent à la bonne gouvernance, à la responsabilité, à la justice et à la réconciliation nationale », souligne le communiqué.
L’ancien chef de l’État indique en outre se réserver le droit d’engager des actions en justice afin de contester ces sanctions, d’exiger des preuves et de défendre « son honneur, son parcours et sa contribution à la stabilité du pays».
Kinshasa salue une décision « importante »
De son côté, le gouvernement congolais a salué la décision américaine. Dans un communiqué du ministère de la Communication et des Médias, Kinshasa estime que ces sanctions constituent une avancée dans la lutte contre l’impunité.
Les autorités congolaises accusent les Forces de défense rwandaises (RDF) et l’AFC/M23 de mener des actions de déstabilisation contre la RDC. Elles considèrent la mesure américaine comme un acte en faveur du respect de la souveraineté nationale et de la responsabilisation des acteurs impliqués dans le conflit. Cette décision intervient après d’autres sanctions annoncées le 2 mars 2026 visant des officiers supérieurs rwandais et les RDF.
Un contexte sécuritaire toujours fragile
Les sanctions prises par les États-Unis prévoient le gel des avoirs que Joseph Kabila pourrait détenir sur le territoire américain, ainsi que l’interdiction pour toute personne ou entité américaine d’entretenir des relations commerciales ou financières avec lui.
