Suite à l’accord de paix conclu entre la République Démocratique du Congo et la République du Rwanda en date du 27 juin dernier à Washington, aux États-Unis d’Amérique, Maître Alice MIRIMO KABETSI, félicite le Président Congolais pour son dévouement et détermination au rétablissement de la paix dans l’Est du Pays.

Dans sa lettre adressée au Président Félix Antoine Tshisekedi, l’Administrateur Directeur Général du Fonds National de Promotion et de Service Social (FNPSS) et Coordinatrice nationale du Projet PABEA-COBALT, écrit :

« C’est avec un profond respect et une immense admiration que je tiens,au nom du Fonds National de Promotion et de Service Social (FNPSS) ainsi qu’en mon nom propre, à adresser mes chaleureuses félicitations à Son Excellence Monsieur le Président de la République, Félix Antoine Tshisekedi Tshilombo, pour la signature historique de l’accord de paix du 27 juin 2025, aux États-Unis d’Amérique, entre la République Démocratique du Congo et la République du Rwanda.

Cet acte courageux, empreint de hauteur d’esprit, marque un tournant majeur pour la stabilité régionale, la réconciliation et la reconstruction harmonieuse de la région des Grands Lacs. Il témoigne du leadership éclairé de notre Président de la République, animé par une vision de paix durable et de développement intégré au bénéfice de nos populations.

Dans cette dynamique, je me permets de souligner que le FNPSS, à travers le Projet PABEA-COBALT, dans son essence même et avec la préparation de sa phase 2 visant l’extension à d’autres minerais de la République ainsi qu’à d’autres provinces s’inscrit pleinement dans les ambitions sociales et économiques rendues possibles par cette paix retrouvée.

En luttant contre le travail des enfants dans les zones minières, en favorisant prioritairement la scolarisation, l’inclusion sociale et le soutien aux familles vulnérables a travers l’agrobusiness ainsi que l’assainissement des chaînes d’approvisionnement de cobalt, ce projet PABEA, initié par le Gouvernement et financé par le Groupe de la Banque Africaine de Développement (BAD), constitue une opportunité stratégique pour consolider la paix, en apportant une réponse structurelle aux fractures sociales engendrées par les conflits armés à répétition.

Plus encore, les investissements mobilisés par le PABEA-COBALT en matière d’assainissement des chaînes d’approvisionnement des minerais, d’éducation, d’assistance et de protection sociale, d’infrastructures communautaires et de renforcement des capacités institutionnelles, sont autant de leviers puissants pour ancrer une paix durable.

Car, pour avoir une paix véritable et durable, ce processus doit être couplé de justice sociale et de protection sociale des groupes vulnérables, d’accès équitable aux ressources et aux services sociaux de base, et d’un espoir tangible pour les générations futures notamment par une lutte efficace contre les inégalités sociales.

Nous restons donc pleinement engagés, avec foi et détermination, aux côtés du Gouvernement de la République, sous l’impulsion du Chef de l’État, pour faire du développement social inclusif un pilier fondamental de cette nouvelle ère de stabilité et de paix. »
