RDC: violation du cessez-le-feu, refus de libérer les prisonniers, l’AFC-M23 accuse Kinshasa d’une double trahison à déclaration de Doha

Dans la Conférence de Presse organisée et présidée le lundi premier septembre 2025, à Goma par son Coordonnateur, Corneille Nangaa Yobeluo, l’Alliance Fleuve Congo/M23 dénonce la violation du cessez-le-feu et le refus de libérer les prisonniers, l’une des mesures de confiance établies dans la Déclaration de principes de Doha, elle accuse Kinshasa d’une double trahison.

Le 19 juillet 2025 sous la médiation de l’État du Qatar, le Gouvernement Congolais et la coalition AFC-M23 signaient la déclaration de principes à Doha, document précédent un accord global de Paix visant à trouver la solution politique à la crise dans l’Est de la RDC. 

Cet accord est nullement une simple formalité diplomatique, il incarne plutôt, la promesse d’un Congo réconcilier, d’un cessez-le-feu permanent respecté, une libération de prisonniers injustement arrêtés et d’un chemin clair vers une paix durable, a déclaré, Monsieur Corneille Nangaa devant la presse.

Et d’ajouter :

Avec un profond regret, nous sommes obligés d’informer le peuple Congolais de la violation généralisée du Cessez-le-feu sur toutes les lignes de front par le régime de Kinshasa, jetant ainsi définitivement en pâtir le point deux de la déclaration de Principes signé à Doha, ce qui constitue un crime contre la paix.

D’après lui, la coalition gouvernementale a ouvert depuis le 30 août 2025, trois axes de confrontations, notamment dans les hauts plateaux d’Uvira en annonçant la prise de la cité de Minebwe, Luwinja dans le territoire de Mwenga et à Walikale, dans le Nord-Kivu dans but de reconquérir les deux grandes villes contrôlées par l’AFC-M23, à savoir Goma et Bukavu. 

Les armes ont parlé là où Doha a ordonné le silence, le refus de libérer les prisonniers est une double trahison, conclut-il.

À Doha, les parties (Gouvernement Congolais et la délégation de l’AFC-M23) s’étaient engagées à mettre en place, avec la facilitation du Comité International de la Croix-Rouge (CICR) et dans le cadre de la Loi Congolaise, un mécanisme permettant l’organisation de la libération des prisonniers ou détenus d’intérêt détenus par l’une ou l’autre.

Depuis, 21 juillet 2025, à travers sa Présidente, Mirjana Spoljaric, le Comité International de la Croix-Rouge (CICR), s’est déclaré prêt à faciliter la libération de personnes détenues en lien avec le conflit dans le cadre de la même déclaration signée entre le Gouvernement de République Démocratique du Congo et l’AFC-M23.

Déjà entre le 30 avril et le 15 mai, le CICR a accompagné le transport de plus de 1300 personnes désarmées des forces gouvernementales de la RDC et leurs familles de Goma à Kinshasa. Couvrant près de 2000 kilomètres et traversant une ligne de front, l’opération a été menée à la demande du ministère de la défense et des anciens combattants de la RDC, de la MONUSCO et de l’AFC/M23, le CICR ayant été sollicité comme intermédiaire humanitaire neutre, mentionnait l’Organisation dans son communiqué de presse du 19 juillet 2025.
