RDC : le CICR prêt à soutenir la libération de détenus entre les parties au conflit dans l’Est du Pays

Dans le cadre de la déclaration de principes signée entre le gouvernement de République démocratique du Congo (RDC) et l’Alliance du Fleuve Congo/Mouvement du 23 mars (AFC/M23) au Qatar, le Comité international de la Croix-Rouge (CICR) est prêt à faciliter la libération de personnes détenues en lien avec le conflit dans l’Est du Pays.

Dans un communiqué de presse publié par l’organisation humanitaire le samedi, 19 juillet 2025, le CICR évoque la nécessité de pouvoir sauver des vies et celà, en tant qu’intermédiaire humanitaire neutre.

Notre équipe en RDC aidera à faciliter la libération des détenus dans les deux camps afin qu’ils puissent rentrer chez eux en toute sécurité et retrouver leur famille, a déclaré Mirjana Spoljaric, présidente du CICR.

« Les initiatives humanitaires telles que les libérations de détenus sont souvent les premières étapes qui permettent d’instaurer la confiance entre les parties sur le long chemin vers la paix ».

« Le conflit brutal qui sévit dans l’est de la RDC a piégé des générations de civils dans un cycle de souffrances, de pertes humaines et de déplacements qui dure depuis des décennies », a déploré Madame Spoljaric. 

« Cette déclaration obtenue par la médiation du Qatar, combinée à un accord signé entre la RDC et le Rwanda à Washington le mois dernier, offre à la région une occasion importante de tracer un nouvel avenir ancré dans la paix et la stabilité ».

Pour rappel, entre le 30 avril et le 15 mai, le CICR a accompagné le transport de plus de 1300 personnes désarmées des forces gouvernementales de la RDC et leurs familles de Goma à Kinshasa. 

Une opération menée sur près de 2000 kilomètres et traversant une ligne de front, elle a été réalisée à la demande du ministère de la défense et des anciens combattants de la RDC, de la MONUSCO et de l’AFC/M23, le CICR ayant été sollicité comme intermédiaire humanitaire neutre.

Après, Madame Spoljaric s’est rendue au Rwanda et en RDC au mois de Mai dernier. Au cours de sa visite, elle a rencontré les dirigeants des deux pays et a offert le soutien du CICR, qui interviendra en tant qu’intermédiaire humanitaire neutre dans la mise en œuvre des accords, indiqué la même communication.

Selon le document publié par l’organisation, la déclaration de principes signée au Qatar est le dernier effort de médiation en date qui énonce explicitement les initiatives humanitaires que les parties doivent mener avec l’appui du CICR.
